It can work for a cockatiel to spend a couple hours outside but it's a very small cage for a cockatiel and I would recommend something a little bigger, my cockatiel hated this cage and I don't blame him and yes it has wheels and rolls

Q: Does grate come out for cleaning?

Yes, the detachable mesh panel under the cage can be removed for easy cleaning, it could be used to prevent your birds walk/lay directly on the trays.

Q: Does this cage have any lead in the metal or paint coating?

The cage was not well made and there was no printed material with it. I would guess that if it is made in Asia, it must be cheap or toxic paint, but there is no info.
