It is not. It is a woven polyester grosgrain ribbon, non-elastic.

It's a roll of ribbon, as it says a 50-yard spool. I've ordered this more than once. It's very high quality. If you needed cut pieces, I think there are other listings for that.

It’s navy. I don’t think it could pass as black. In truth, it’s actually quite blue. IMO
