Q: 2 Sapphire Radeon R9 270X is there enough connections to power these?

The power supply has two 6 pin connectors. I don't own your video card so I don't know how many 6 pin connectors it uses. Looking online tells me however the R9 270X might use two 6 pin connectors.

Q: can this psu handle a 780gtx ti and amd 8350?

Yes it can, My computer also has a AMD 8350 with a Radeon 7990, and the Raidmax Hybrid 730W handles it easily!

Q: can it support a asus7970

It's a semi-modular power supply. Whether it can handle the load or not is a function of what you attach to it. If you're going to run multiple video boards, an i7 or AMD 8 core cpu, etc... then it's a crap shoot. The only way to figure it out is to add up the maximum wattage used by all of the components, including the motherboard, ram, cpu, fans, etc, and see if they are something less than the rated wattage of the supply. And leave yourself at least at 25-30% 'headroom' for the supply so it's not working at maximum. 50% headroom is better.

Q: Can it also handle top mounting then?

Yes, the RX-730ss can mount on the top of case, but the power fan need to face down to the mobo.
